Volusia County's strong GDP of $22.9 billion is ranked 14th out of 67 counties in Florida.

The chart shows the Volusia County Real Annual GDP from 2015 to 2024. GDP growth has been steady year over year. Value of GDP by year beginning 2015 - $16.7, 2016 - $17.4 billion, 2017 - $17.8 billion, 2018 - $18.4 billion, 2019 - $18.90 billion, 2020 - $18.95 billion 2021 - $20.0 billion, 2022 - $21.0 billion, 2023 - $21.9 billion, and as of 2024, GDP was $22.9 billion, an increase of 21% since 2020. In comparison, Florida’s GDP growth was 26% and the U.S. GDP growth was 15% since 2020.  


Exports

The Deltona-Daytona-Ormond MSA is ranked 10th out of 22 MSAs in Florida for exports. The top exports consist of Transportation Equipment, Computer & Electronic Products, Machinery, and Electrical Equipment respectively by value and make up 64% of the products exported.

Commercial Building Activity

For the 12 months ending December 2025, an average of $30.7 million per month in new ground up commercial building permits have been issued.

The chart shows the number and value of permits for the 4 quarters of 2023 2024, and 2025 for new commercial construction building permits in Volusia County. There were 36 permits issued in the 4th quarter 2025 for a value of $62.8 million. The 1st quarter of 2025 had 91 permits with a value of $65 million, the 2nd quarter of 2025 had 112 permits with a value of $193 million and the 3rd quarter had 22 permits with a value of $46.8M. In 2023, there was a total of 178 permits and a value of $541 million. Total permits for 2024 were 369 for a value of $663 million. See the associated table on the next page for details by city.

Residential Building Activity

For the 12 months ending December 2025, an average of 197 new residential building permits have been issued per month. That's an average of $74.9 million per month in single family residential permits.

The chart shows the number and value of permits for the 4 quarters of 2023 2024, and 2025 for new residential construction building permits in Volusia County. There were 410 permits issued in the 4th quarter 2025 for a value of $158.2 million. There were 658 permits issued in the 1st quarter 2025 for a value of $249 million and there were 819 permits issued in the 2nd quarter 2025 for a value of $306.5 million. In the 3rd quarter of 2025, there were 475 permits with a value of $184.7 million. In 2023, there was a total of 3,503 permits and a value of $1.3 billion. Residential Building Permit Trend

Residential building permit activity has increased steadily every year since 2012 with the average permitted value of homes constructed in 2025 at $380,567 whereas permitted values were $188,611 at the height of activity in 2005. 

The residential new construction building permit trend chart displays the number and total value of permits issued from 2003 to 2025. In 2003, there were 5,728 permits issued with a value of $857 million. That total peaked in 2005 to 6,857 permits with a value of $1.29 billion. From 2006 to 2011, the number of permits fell sharply to a low of 474 permits in 2011 with a value of $131 million.  From 2012 to 2021, there was a steady increase in permits. As of 2022, permit activity has been trending downward with 4,047 permits with a value of $1.329 billion; 2023 had 3,503 permits with a value of $1.308 billion; 2024 had 3,108 with a value of $1.21 billion. 2025 closed out with 2,362 permits valued at $898 million.

Average values were 2016 - $159,730; 2017 - $176,475; 2018 - $195,727; 2019 - $208,591; 2020 - $221,837; 2021 - $255,797; 2022 $316,754; 2023 - $336,629; 2024 - $341,124; and 2025 - $329,255.

Residential Foreclosure Filings

Volusia County has had a continuous downward trend of foreclosure filings since the peak in 2010. 

The trend chart displays the annual total of residential foreclosure filings in Volusia County from 2010 to 2022. Filings peaked to 6,203 in 2010, dropped to 3,668 in 2011, increased to 5,718 in 2012. The downward trend improved year over year to the lowest level in recent history at 293 in 2021 due to foreclosure moratoriums in place as a result of the COVID-19 pandemic. Foreclosures increased in 2022 to 548, 673 in 2023, and 701 in 2024.
